Vehicle registration certificate or registration certificate Part I, replacement in the event of damage, theft or loss

If the registration certificate part I (vehicle registration document) is damaged, stolen or lost, a new replacement document can be issued by the State Office for Transport (LBV).

Detailed description

In the event of damage, theft or loss of the registration certificate Part I (vehicle registration), a new replacement document can be issued by the Landesbetrieb Verkehr (LBV).

If you want to sell your vehicle and the registration certificate part I (vehicle registration) has been lost, you should apply for a new registration certificate part I from the LBV and give it to the buyer.

 

Information

Prerequisites

A replacement document can also be issued for vehicles that are or were registered outside of Hamburg. This is provided that the vehicle file is filed with the Central Vehicle Register (ZFZR).

If the vehicle is registered, it must also have a valid general inspection (HU).

Documents required

In principle, the following documents must be available for the application (in the event of damage, loss or theft):

  • a valid identity card or an electronic residence permit (eAT) or passport with current confirmation of registration
  • a declaration of consent from all legal guardians in the case of persons who are not fully legally competent
  • the registration certificate part II (vehicle registration document)
  • proof of a valid general inspection (HU) (not necessary for new vehicles that are not older than 3 years)
  • if the document is damaged beyond recognition: Declaration in lieu of an oath
  • the appointment confirmation

Additionally:

In case of theft:

  • theft report from a police station
  • If the vehicle owner was not himself stolen: A declaration of transfer from the owner confirming that the document was handed over to the person who was stolen from before the theft
  • the declaration on oath, only if no report of theft can be presented

In case of loss:

  • the declaration under oath (can also be made to a notary)

In case of loss, if the holder did not lose the document himself:

  • an affidavit of the loser
  • a declaration of transfer from the holder confirming that the document was handed over to the loser before the loss
  • Power of attorney for application / issuance (see additional documents under Authorized Representative) in original

In case of damage:

  • the declaration under oath
  • Damaged vehicle registration document or registration certificate part I

if an authorized representative submits the application on your behalf

  • the legibly completed power of attorney in the original with the legible color copy of the principal's ID card. Note: The color copy must be marked "COPY".
  • the authorized representative's ID card in the original

Please note: The authorized representative cannot make the declaration of loss on behalf of the person granting the power of attorney. The declaration must normally be made by the vehicle owner himself.

Companies or associations must also submit the following documents:

  • a company/association certificate with a Hamburg address (e.g. a commercial register extract or an association register extract)

if an authorized representative submits the application:

  • the power of attorney in the original with the legible color copy of the authorized person's ID card
  • the authorized representative's ID card in the original

Please note: The authorized representative cannot make the declaration under oath regarding the loss on behalf of the person granting the power of attorney.

Proof of the main inspection (HU)
The replacement documents can only be issued for registered vehicles if there is proof of a valid general inspection (HU). If the general inspection report is no longer available, a duplicate copy of the report can be issued by the testing organization where the vehicle was presented for inspection.

As a rule, a declaration under oath will have to be requested, which can be made in person at the LBV and is subject to a fee.
A new registration certificate part I (ZBI) can then be applied for at the LBV, and new HU stickers will also be issued in the process.
 
 Loss or theft of driving license 
If your driving license has also been lost or stolen, please book a separate appointment for this. You can find further information under the entry "Driving license, replacement after theft or loss".

Appointment booking 
Appointments are booked through the LBV. Please proceed as follows:
1. Visit the website for booking an appointment (see link below) and select the service “Theft of vehicle documents” or “Loss of vehicle documents” under the service group “Registration, private customers”.
2. Use the location selection to display appointments at a specific location.
3. After selecting the location, use the calendar displayed to select a free appointment (date and time).
4. Now enter your name and email address for booking.
5. You will receive an email. Please confirm the appointment.

Please be sure to bring the appointment confirmation that you will receive afterwards with you to the appointment.
 
If you need new vehicle documents because the documents are damaged, please book the appointment " Loss of vehicle documents".

Processing time

When all the necessary documents are available, a new Part I registration certificate will be issued immediately.

Fees

Issuing a replacement document costs between EUR 10.20 and EUR 50.00. If this is necessary, the cost of an oath insurance will be added instead of EUR 30.70. The exact amount of the fee can only be determined after reviewing the complete documents. The basis for the fee level is the fee schedule for measures in road traffic (GebOSt).
